- Preheat oven to 350°F (175°C). Prepare the crust by combining flour, oats, brown sugar, salt, and butter.
- Press the crust mixture into the bottom of a baking pan.
- In a separate bowl, beat cream cheese and white sugar until smooth. Mix in egg and vanilla.
- Stir in cinnamon, nutmeg, and rhubarb.
- Pour the cream cheese mixture over the crust.
- Bake for 35 minutes, or until golden brown.
- Let cool completely before cutting into bars.
